Optum Philippines Opens New Cebu Hub, Bets Big on Local Talent and GCC Innovation

Optum Philippines has officially opened its new office in Cebu IT Park, signaling a strategic push to grow high-value healthcare and technology roles in the Visayas. As part of UnitedHealth Group, Optum says the move underscores confidence in Filipino talent to help shape global healthcare through analytics, digital health, automation, and AI-enabled workflows.

Why Cebu? A Rising GCC Powerhouse
The new site positions Cebu as more than an operations base. It’s being built as a center for specialized work that touches global outcomes. That includes roles in healthcare analytics, digital operations, pharmacy account management, and AI-related functions, where teams can develop niche skills while contributing to worldwide care delivery.

Optum’s expansion aligns with the Philippines’ broader rise as a preferred destination for global capability centers (GCCs), where companies are shifting from back-office support to innovation-driven work. Cebu’s skilled, tech-savvy workforce makes it a natural fit for that next stage.

Building Careers, Not Just Jobs: The Technology Development Program
To fuel this shift, Optum Philippines highlighted the graduation of the first cohort of its Technology Development Program (TDP), a pipeline that turns high-potential graduates into enterprise technology talent. TDP associates joined an Enterprise Early Careers bootcamp with peers from the U.S., India, and Ireland, giving them early exposure to cross-functional teamwork and global ways of working.

The program also strengthens Optum’s partnerships with regional academic institutions, creating clearer pathways for graduates to enter healthcare technology and digital innovation careers. That’s a key differentiator in a market where employers are increasingly hiring for AI/ML, cloud, data, and cybersecurity skills.

Community First: Sports, Wellness, and GCC Collaboration
Optum is also investing in the Cebu GCC ecosystem beyond hiring. In partnership with the Global Capability Center Council Philippines (GC3) and Toby’s Sports, it hosted the inaugural Optum GC3 Cup, a one-day pickleball tournament that brought together GCC teams across Cebu. The event was framed as a move toward a healthier, more connected community, using sports to strengthen professional networks and promote wellness.

Inside the new office, Optum emphasizes intentionally designed spaces: collaborative zones, wellness rooms, and recreational areas meant to support productivity without burning people out. “Employee wellbeing is vital to creating a workplace culture where people can thrive,” said Glenda Banawa-Roco, Senior Director for Operations and Cebu Site Lead.
